{"id":13501,"date":"2023-08-08T18:36:45","date_gmt":"2023-08-08T18:36:45","guid":{"rendered":"https:\/\/latinosreadytovote.org\/?p=13501"},"modified":"2023-08-10T18:54:04","modified_gmt":"2023-08-10T18:54:04","slug":"as-population-grows-so-does-debate-on-how-to-reach-latino-voters-in-22-midterms","status":"publish","type":"post","link":"https:\/\/latinosreadytovote.org\/?p=13501","title":{"rendered":"As population grows, so does debate on how to reach Latino voters in \u201922 midterms"},"content":{"rendered":"\n<p><em>By<\/em> <em><a href=\"https:\/\/www.rollcall.com\/author\/stephanie-akin\/\">Stephanie Akin<\/a> and <a href=\"https:\/\/www.rollcall.com\/author\/suzanne-monyak\/\">Suzanne Monyak<\/a><\/em><\/p>\n\n\n\n<p><em>Both parties reassess strategies after 2020 surprises<\/em><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"720\" src=\"https:\/\/latinosreadytovote.org\/wp-content\/uploads\/2023\/08\/Screenshot-95-1024x720-2.png\" alt=\"\" class=\"wp-image-13817\" srcset=\"https:\/\/latinosreadytovote.org\/wp-content\/uploads\/2023\/08\/Screenshot-95-1024x720-2.png 1024w, https:\/\/latinosreadytovote.org\/wp-content\/uploads\/2023\/08\/Screenshot-95-1024x720-2-300x211.png 300w, https:\/\/latinosreadytovote.org\/wp-content\/uploads\/2023\/08\/Screenshot-95-1024x720-2-768x540.png 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<p>As a Democrat running in a <a href=\"https:\/\/censusreporter.org\/profiles\/50000US4824-congressional-district-24-tx\/\">minority-majority<\/a> suburban House district in Texas that Democrats saw as a pickup opportunity last year, Candace Valenzuela thought she knew what voters wanted to hear.<\/p>\n\n\n\n<p>A school board member who <a href=\"https:\/\/www.rollcall.com\/2020\/07\/15\/house-battlegrounds-set-in-texas-unclear-in-maine\/\" target=\"_blank\" rel=\"noreferrer noopener\">beat a retired Air Force colonel<\/a> in a runoff for the Democratic nomination with the <a href=\"https:\/\/www.rollcall.com\/2020\/01\/31\/liberal-group-endorses-democrats-in-competitive-primaries\/\" target=\"_blank\" rel=\"noreferrer noopener\">support of liberal groups<\/a>, Valenzuela is the daughter of a Black man and a Mexican American woman who met in the military. She faced homelessness at age 3.<\/p>\n\n\n\n<p>Like other Democrats running in 2020, her pitch to voters in the 24th District around Dallas-Fort Worth focused on jobs, economics and health care. But after winning the primary and the backing of the Democratic Congressional Campaign Committee \u2014 support that the Congressional Black and Hispanic caucuses had urged the DCCC to give her earlier in the campaign \u2014 she faced pressure from national consultants.<\/p>\n\n\n\n<p>Rather than talk about how struggling families would recover from the pandemic-driven economic decline, she said in a recent interview over lunch in a strip mall where all the signs were in Spanish, Valenzuela was urged to go after hypothetical moderate voters and talk about preexisting conditions in health insurance she worried many in the community couldn\u2019t afford. She wanted to rebut \u201cdefund the police\u201d charges because she knew her relatives wanted police protection even if they supported more transparency but was told to ignore it as the polls said the charges weren\u2019t hurting her.<\/p>\n\n\n\n<p>\u201cMy gut was definitely overruled by a bunch of other people who said, \u2018I don\u2019t see this. It\u2019s not in the numbers,\u2019\u201d she recalled. \u201cAnd I\u2019m like, \u2018I live here.\u2019\u201d<\/p>\n\n\n\n<p>Valenzela\u2019s narrow loss, by just 1 point, to Republican <a href=\"https:\/\/www.rollcall.com\/members\/59013?utm_source=memberLinks&amp;utm_medium=memberlinks&amp;personid=59013\" target=\"_blank\" rel=\"noreferrer noopener\">Beth Van Duyne<\/a> last fall \u2014 at the same time the district\u2019s voters backed Joe Biden over President Donald Trump by 5 points \u2014 was one of many results in 2020 that has strategists in both parties asking what needs to change before next year\u2019s midterm elections.<\/p>\n\n\n\n<p>Democrats know that, overall, the party <a href=\"https:\/\/newsroom.ucla.edu\/releases\/latino-vote-analysis-2020-presidential-election\" target=\"_blank\" rel=\"noreferrer noopener\">does better with Latino voters than Republicans<\/a>, but there is more recognition that the Hispanic electorate is far from monolithic, even within Texas, and that outreach needs to start much earlier.<\/p>\n\n\n\n<p>Republicans, meanwhile, saw candidates do better with Latinos \u2014 even flipping two South Florida seats \u2014 and want to build on that success. Trump, for example, made gains last year among Latino voters compared with his 2016 performance, especially in the Texas Rio Grande Valley and South Florida.<\/p>\n\n\n\n<p>The parties\u2019 renewed efforts are especially important in Texas, where the 2020 census not only led to the state gaining two seats in the House, it showed people who identified as Hispanic or Latino were responsible for <a href=\"https:\/\/www.texastribune.org\/2021\/08\/12\/texas-2020-census\/\" target=\"_blank\" rel=\"noreferrer noopener\">more than 50 percent of the state&#8217;s population growth<\/a> over the past decade, <a href=\"https:\/\/www.rollcall.com\/2021\/08\/13\/10-house-districts-that-are-sure-to-change-after-census-release\/\" target=\"_blank\" rel=\"noreferrer noopener\">much of it concentrated in the suburbs<\/a> of major cities like Dallas.<\/p>\n\n\n\n<p>In suburban districts in North Texas, the implementation of a new strategy for the upcoming midterms is just now getting underway.<\/p>\n\n\n\n<p>While a majority of Americans eligible to vote said they were contacted by a campaign or a group supporting a campaign in the month before the November election, fewer Latino and Asian American citizens reported such contacts, according to the <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2021\/01\/29\/most-u-s-citizens-report-a-campaign-contacted-them-in-2020-but-latinos-and-asians-less-likely-to-say-so\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pew Research Center<\/a>. Democrats say they are working to make sure that doesn\u2019t happen again in 2022.&nbsp;<\/p>\n\n\n\n<p>The DCCC, the campaign arm of House Democrats, announced in June that it was making a \u201cseven-figure\u201d investment in organizing \u201ccommunities of color\u201d across Texas. It was the earliest investment of that kind in its history, the committee said.<\/p>\n\n\n\n<p>BOLD PAC, the political action committee of the Congressional Hispanic Caucus, has already placed <a href=\"https:\/\/www.nytimes.com\/2021\/05\/11\/us\/politics\/capitol-riot-ad-hispanic-republicans.html\">Spanish language ads<\/a> targeting Van Duyne for her vote in January against certifying Biden\u2019s Pennsylvania electoral victory.<\/p>\n\n\n\n<p>Republicans\u2019 votes against certification and the riot that day at the Capitol is \u201csomething that is very, very shocking and traumatic to Latinos,\u201d said Arizona Rep. <a href=\"https:\/\/www.rollcall.com\/members\/54915?utm_source=memberLinks&amp;utm_medium=memberlinks&amp;personid=54915\" target=\"_blank\" rel=\"noreferrer noopener\">Ruben Gallego<\/a>, who chairs BOLD PAC.<\/p>\n\n\n\n<p>\u201cWhat they saw on Jan. 6 is something that will be etched and really imprinted on the Latino voters\u2019 minds forever,\u201d he said.<\/p>\n\n\n\n<p>But it is too early to make broad conclusions about changes at the campaign level. Several potential candidates in Texas \u2014 including Valenzuela \u2014 are waiting to announce bids, and others are not fully hiring staff or putting their field operations in place until the state\u2019s Republican-controlled Legislature draws new district lines in the fall.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-focus-on-the-border\">Focus on the border<\/h3>\n\n\n\n<p>In the meantime, much of the energy from both parties has been focused on the <a href=\"https:\/\/www.rollcall.com\/2021\/08\/05\/ahead-of-midterms-democrats-feel-pressure-to-pass-citizenship\/\">Texas border regions<\/a>. Hundreds of thousands of migrants have crossed the southern border this year, overwhelming resources and providing Republicans with political fodder to slam the Biden administration for its policies.<\/p>\n\n\n\n<p>Democrats are hoping to head off the GOP\u2019s attacks on immigration and mobilize Latino voters by passing legislation in the fall that would provide a pathway to citizenship for millions of undocumented immigrants.<\/p>\n\n\n\n<p>Yet immigration is not always a top concern for Latino voters. Democratic strategist Chuck Rocha, founder of <a href=\"https:\/\/www.solidaritystrategies.com\/\">Solidarity Strategies<\/a> and the president of Nuestro PAC, says Latinos in polls and focus groups he has conducted say that they are more interested in policies related to coronavirus relief, jobs and the economy, health care and education.<\/p>\n\n\n\n<p>Rocha also stressed that Latino voters \u2014 and the issues they care about \u2014 are \u201cnot a monolith.\u201d<\/p>\n\n\n\n<p>\u201cFolks in the valley are wearing cowboy hats and cowboy boots like me, and driving a four-wheel drive pickup truck, while the Mexican in Dallas County\u2019s riding one of these electric scooters with his hat on backward,\u201d said Rocha, who is from Texas.<\/p>\n\n\n\n<p>The message from the White House also matters.<\/p>\n\n\n\n<p>Thomas A. Saenz, president and general counsel of the Mexican American Legal Defense and Educational Fund, said the Biden administration was lumping Latinos in with other communities of color rather than addressing them directly. For instance, Latinos saw the highest rate of COVID-19 cases of any demographic group. According to the Centers for Disease Control and Prevention, Latino or Hispanic people <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/covid-data\/investigations-discovery\/hospitalization-death-by-race-ethnicity.html\" target=\"_blank\" rel=\"noreferrer noopener\">were 1.9 times more likely<\/a> to get COVID-19 than a white person.<\/p>\n\n\n\n<p>\u201cLatinos, nationwide, have been hit the hardest by the pandemic. But do you ever hear leadership speak directly to Latino community on that issue? No, it\u2019s all put in generalities, and it\u2019s generally putting in \u2018Black and Latino\u2019 being the hardest hit communities,\u201d Saenz said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-not-just-immigration\">Not just immigration<\/h3>\n\n\n\n<p>Republicans see opportunities to build on their 2020 successes by tapping into Latino voters\u2019 frustrations with rising gas prices, and rising prices in general. They say Democrats underestimate how conservative some Latino voters are, particularly on social issues like abortion.<\/p>\n\n\n\n<p>\u201cThere are pocketbook issues that resonate across the board,\u201d said Mack Morris, deputy state director for the conservative Americans for Prosperity. An arm of the group, called the Libre Initiative, is credited with <a href=\"https:\/\/www.nytimes.com\/2020\/11\/23\/magazine\/latino-voters.html\">helping Republicans make inroads<\/a> with battleground Latino voters over the last several years, and it recently hired a field director in Dallas.<\/p>\n\n\n\n<p>\u201cImmigration is an important issue philosophically, but it typically isn\u2019t the most important issue for the Latino community. So I suspect a lot of the messaging and a lot of the policy focus on jobs in the economy is going to resonate with both suburban and nonsuburban voters,\u201d Morris said.<\/p>\n\n\n\n<p>While many Republican candidates have embraced anti-immigrant messaging that may resonate poorly with many Latinos, political analysts caution Democrats against taking the Latino vote for granted.<\/p>\n\n\n\n<p>\u201cI certainly think that Latino voters in 2022 are going to be a swing vote, especially in suburban districts,\u201d said Gallego, adding that may be a new consideration for many political consultants.<\/p>\n\n\n\n<p>\u201cIn order for us to have a winning coalition as Democrats, we need to be sure we\u2019re reaching out to those Latinos out there and so they turn out to vote, and treat them as an actual swing consistency,\u201d Gallego said.<\/p>\n\n\n\n<p>But with <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2018\/11\/09\/how-latinos-voted-in-2018-midterms\/\" target=\"_blank\" rel=\"noreferrer noopener\">roughly two-thirds of Latinos voting Democratic<\/a>, others say the core challenge for Democratic candidates is to turn out those communities, not to convince them who to vote for.<\/p>\n\n\n\n<p>\u201cWhat is key is turnout,\u201d MALDEF\u2019s Saenz said. \u201cThis is where the Democrats are, in my view, making a big mistake. They are running a very serious risk of disinterest in the Latino community.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-alarms-over-missteps\">Alarms over missteps<\/h3>\n\n\n\n<p>Valenzuela was one of several candidates and strategists who raised <a href=\"https:\/\/www.nytimes.com\/2021\/06\/06\/us\/politics\/democrats-2020-election.html\">alarms about the Democratic Party\u2019s<\/a> approach to Latino voters in the aftermath of the 2020 elections.<\/p>\n\n\n\n<p>During her primary, the House\u2019s Hispanic, Black, Asian and progressive caucuses <a href=\"https:\/\/www.politico.com\/news\/2020\/05\/21\/house-democrats-dispute-backing-latina-in-texas-primary-271835\" target=\"_blank\" rel=\"noreferrer noopener\">urged the DCCC<\/a> to offer Valenzuela early support, but the committee said it had a policy against intervening in primaries.<\/p>\n\n\n\n<p>Valenzuela was eventually given a coveted spot in the DCCC\u2019s Red to Blue program that funnels attention and resources to high-priority races, but along with it came pressure to talk about Trump and a control of language she used on Twitter.<\/p>\n\n\n\n<p>\u201cI got the sense that, even though there was so much more diversity in the campaigns, there really wasn\u2019t that much listening going on,\u201d she said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-trying-to-listen\">Trying to listen<\/h3>\n\n\n\n<p>Party officials and organizers agree that they need to do a better job listening to Latino voters,.<\/p>\n\n\n\n<p>\u201cWhat I keep hearing is that people don\u2019t feel heard,\u201d said Kristy Noble, the chairwoman of the Democratic Party in Dallas County, which encompasses parts of the 24th and the neighboring 32nd District, another potential 2022 battleground. \u201cThey feel forgotten by the Democratic Party.\u201d<\/p>\n\n\n\n<p>After she was elected to lead the county party in June, Noble organized a series of listening tours targeting various constituencies, including Latinos. The dates and locations were scrawled on a white board in her Dallas office as she spoke.<\/p>\n\n\n\n<p>\u201cEvery single one of these communities that we\u2019ve talked to in wanting to set this up said this hasn\u2019t happened before,\u201d she said.<\/p>\n\n\n\n<p>The Texas Organizing Project is one of a handful of groups, mostly progressive, that have been working for years to mobilize Latino and Black voters in the Dallas area.<\/p>\n\n\n\n<p>Brianna Brown, the project\u2019s deputy director, said the group\u2019s studies of Latino voters found they feel disconnected from the political process, partly because political parties rarely contact them until the run-up to the election. To combat that, she said the group works to identify persuadable voters throughout the cycle and contact them again and again, asking what they care about.
