He spoke alongside Latino civil rights activists about the spread of the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.washingtonpost.com\/health\/2020\/02\/28\/what-you-need-know-about-coronavirus\/?tid=lk_inline_manual_2&amp;itid=lk_inline_manual_2\" target=\"_blank\">coronavirus<\/a> in meatpacking plants staffed primarily by immigrants. His wife, Jill, who is learning Spanish while stuck at home by the pandemic, has begun meeting weekly with small groups of Latino members of Congress, taking notes on a range of issues to share with her husband.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a private conversation months ago with some members of the Congressional Hispanic Caucus, the presumptive Democratic presidential nominee distanced himself from some of the Obama administration\u2019s most controversial immigration policies, including its <a href=\"https:\/\/www.washingtonpost.com\/local\/immigration\/trump-is-deporting-fewer-immigrants-than-obama-including-criminals\/2017\/08\/10\/d8fa72e4-7e1d-11e7-9d08-b79f191668ed_story.html?tid=lk_inline_manual_3&amp;itid=lk_inline_manual_3\">high number of deportations<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe basically, respectfully, said that was the Obama administration\u2019s decision, as a whole. He didn\u2019t run point for that,\u201d said Rep. Tony C\u00e1rdenas (D-Calif.), who helped arrange the meeting last year and endorsed Biden in December. \u201cAnd Joe Biden, on top of that, mentioned that under his presidency, we wouldn\u2019t see the need nor would we see those numbers of deportations. That\u2019s just not what his path is going to be.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In public and behind the scenes, Biden has been taking steps to address the view among some immigration rights activists that he has been dismissive of their concerns. It could be a critical weakness \u2014 Biden lost Latinos in several high-profile primaries to Sen. Bernie Sanders (I-Vt.) well after he began to reposition himself \u2014 and one that could be pivotal to his fate in several general-election states, such as Florida and Arizona.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These activists are desperate to see President Trump defeated, and they fear Biden has yet to deliver a compelling and effective counterargument on immigration \u2014 or even talk about the issue as much as Trump does.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They worry that if the former vice president is too focused on winning the support of white voters in swing states who like some of Trump\u2019s hard-line immigration stances, Biden could alienate some Latino voters, who are expected to become the country\u2019s<a href=\"https:\/\/www.nytimes.com\/2020\/03\/03\/us\/politics\/latino-voters-california-texas-super-tuesday.html\"> largest nonwhite voting bloc<\/a> this fall. And there is lingering resentment for how the Obama administration promised to make immigration restructuring a top priority, then deported <a href=\"https:\/\/www.washingtonpost.com\/news\/powerpost\/paloma\/daily-202\/2019\/12\/06\/daily-202-joe-biden-is-putting-the-finishing-touches-on-an-immigration-plan-as-he-seeks-to-reassure-latinos\/5de99160602ff1440b4dcac0\/?tid=lk_inline_manual_9&amp;itid=lk_inline_manual_9\">more than 3&nbsp;million people<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden said in a tense Univision interview in February that those deportations were \u201c<a href=\"https:\/\/apnews.com\/d1873c0d1e01246c23b76313100381e3\">a big mistake<\/a>\u201d that caused many families pain. While C\u00e1rdenas and many who have endorsed Biden are confident he would govern differently, others are skeptical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some were disappointed that <a href=\"https:\/\/www.washingtonpost.com\/politics\/trumps-new-immigration-focus-could-squeeze-biden-into-a-democratic-tug-of-war\/2020\/04\/21\/8f6da614-83ec-11ea-a3eb-e9fc93160703_story.html?tid=lk_inline_manual_13&amp;itid=lk_inline_manual_13\">Biden did not publicly condemn Trump\u2019s decision<\/a> last month to temporarily halt immigration because of the high unemployment rate, an action that a <a href=\"https:\/\/www.washingtonpost.com\/news\/powerpost\/paloma\/powerup\/2020\/04\/28\/powerup-americans-support-immigration-pause-even-as-they-ding-trump-s-coronavirus-response\/5ea7387888e0fa3dea9c3e04\/?tid=lk_inline_manual_13&amp;itid=lk_inline_manual_13\">majority of Americans agree with<\/a>. Others are waiting for him to weigh in on recent proposals to give <a href=\"https:\/\/www.washingtonpost.com\/local\/to-help-immigrants-who-wont-get-stimulus-checks-an-online-effort-asks-people-to-give-up-their-own\/2020\/04\/22\/179e99de-84b1-11ea-a3eb-e9fc93160703_story.html?tid=lk_inline_manual_13&amp;itid=lk_inline_manual_13\">stimulus checks<\/a> to undocumented immigrants who often are essential workers. Some were alarmed when the Biden campaign began airing an ad in battleground states that accused Trump of having \u201c<a href=\"https:\/\/www.politico.com\/news\/2020\/04\/23\/biden-ad-exposes-left-rift-china-202241\">rolled over for the Chinese<\/a>\u201d amid the pandemic and \u201clet in 40,000 travelers from China.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ominous narration coupled with images of Chinese officials looked and sounded like something the Trump campaign would release, said <a rel=\"noreferrer noopener\" href=\"https:\/\/www.macfound.org\/fellows\/989\/\" target=\"_blank\">Cristina Jim\u00e9nez<\/a>, executive director and co-founder of United We Dream, which advocates for the undocumented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt leaves a lot of concern for us \u2026 that Biden would use Trump messaging to talk about immigration when, quite frankly, some of his policies were getting on the right pathway,\u201d she said. \u201cThere\u2019s definitely been a missed opportunity to lift up how he would be different than Trump.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden campaign declined to make the candidate available for an interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Biden has broadly promised to undo Trump\u2019s immigration actions, he has long been cautious in talking about his own proposals, a reflection of the complicated politics he faces as he looks to November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Biden prepared to run for president last year, he was briefed by <a href=\"https:\/\/www.washingtonpost.com\/powerpost\/triumphant-democrats-offer-a-primer-on-how-to-beat-trump-in-pennsylvania\/2018\/11\/30\/92f494c0-f4e4-11e8-80d0-f7e1948d55f4_story.html?tid=lk_inline_manual_21&amp;itid=lk_inline_manual_21\">Sen. Robert P. Casey Jr. (D-Pa.)<\/a>, who months earlier had defeated <a href=\"https:\/\/www.washingtonpost.com\/news\/post-politics\/wp\/2016\/03\/22\/lou-barletta-an-immigration-hard-liner-in-congress-endorses-trump\/?tid=lk_inline_manual_21&amp;itid=lk_inline_manual_21\">Republican Lou Barletta<\/a>, a former congressman and Trump supporter who made fighting illegal immigration the focus of his campaign.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democratic <a href=\"https:\/\/www.greenbergresearch.com\/his-thinking\/2017\/5\/25\/dems-working-class-problems\">studies of the 2016 election results<\/a> have highlighted the advantages Trump gained by promising to shut foreigners out of the country and put Americans first, particularly among white blue-collar voters. The Biden campaign points to <a href=\"https:\/\/www.washingtonpost.com\/powerpost\/triumphant-democrats-offer-a-primer-on-how-to-beat-trump-in-pennsylvania\/2018\/11\/30\/92f494c0-f4e4-11e8-80d0-f7e1948d55f4_story.html?tid=lk_inline_manual_24&amp;itid=lk_inline_manual_24\">the 2018 midterm elections<\/a> as evidence that while Trump\u2019s rhetoric on immigration might have won him votes in 2016, that power did not carry over in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To win Pennsylvania in 2020, Casey told Biden in what he called a \u201cpretty blunt\u201d conversation, the next Democratic presidential nominee must attract the <a href=\"https:\/\/www.washingtonpost.com\/politics\/trump-or-a-democrat-eastern-iowa-ponders-its-presidential-choice\/2019\/06\/11\/caa982fa-8b0b-11e9-b08e-cfd89bd36d4e_story.html?tid=lk_inline_manual_25&amp;itid=lk_inline_manual_25\">white working-class voters<\/a> who liked Trump\u2019s economic promises, including his immigration stances. He urged Biden to emphasize the economic benefits of immigration while pledging to secure the southern border to keep drugs and criminals out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou have to make it very clear that you stand for border security \u2014 and not just that you stand for it but that you voted for it,\u201d Casey said, citing past measures that have won Democratic backing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou should vote for Trump,\u201d Biden curtly told one protester last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As with much of his campaign so far, the implicit message from Biden on immigration is as simple as Trump\u2019s promise to build a wall: He\u2019s not Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden released a lengthy <a href=\"https:\/\/joebiden.com\/immigration\/\">immigration plan<\/a> late last year that calls for a pathway to citizenship for millions of undocumented immigrants, something supported by most Americans, and a number of other policies that are broadly popular across the political spectrum. He has vowed to <a href=\"https:\/\/joebiden.com\/centralamerica\/\">invest $4&nbsp;billion <\/a>in Guatemala, Honduras and El Salvador over four years to lessen violence and poverty so fewer migrants flee north \u2014 a continuation of work he started as vice president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden has called for an increase in the number of employment-based visas given to immigrants \u2014 but has also promised to work with Congress to reduce that number during times of high unemployment. The campaign declined to give specific numbers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the primary fight, Biden agreed under pressure to back a <a href=\"https:\/\/www.washingtonpost.com\/graphics\/politics\/policy-2020\/immigration\/deportation-moratorium\/?tid=lk_inline_manual_40&amp;itid=lk_inline_manual_40\">suspension of all deportations for 100&nbsp;days<\/a> and then <a href=\"http:\/\/transcripts.cnn.com\/TRANSCRIPTS\/2003\/15\/se.03.html\">only deport those who have committed felony crimes<\/a>. He did not give his support to <a href=\"https:\/\/www.washingtonpost.com\/politics\/democrats-are-pushing-for-drastic-change-to-immigration-policy-will-it-help-them-win-hispanics\/2019\/07\/12\/a97698bc-a347-11e9-bd56-eac6bb02d01d_story.html?tid=lk_inline_manual_40&amp;itid=lk_inline_manual_40\">other policies pushed by activists<\/a> and backed by significant segments of his party, such as removing criminal penalties for those who cross the border illegally, removing barriers from the border or abolishing Immigration and Customs Enforcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some activists worry Biden will fall into the same trap they say Barack Obama did: agreeing to greater immigration enforcement and border security to placate Republicans \u2014 and not getting major changes in exchange.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOver time we\u2019ve created an overly punitive system of immigration that really treats and sees immigrants as \u2018the other,\u2019\u2009\u201d said Lorella Praeli, who led <a href=\"https:\/\/www.nbcnews.com\/news\/latino\/hillary-clinton-taps-dreamer-activist-lorella-praeli-latina-outreach-director-n361721\">Hillary Clinton\u2019s Latino outreach in 2016<\/a> and is now the president of Community Change Action, which advocates for those who are marginalized. \u201cThe question for Biden in this moment is: What is his compelling vision? And can he reassure immigrant Latino voters .\u2009.\u2009. that he can actually deliver a humane and fair system?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden\u2019s primary campaign lagged substantially behind Sanders in <a href=\"https:\/\/www.washingtonpost.com\/politics\/sanderss-caucus-target-latino-voters-usually-overlooked-in-mostly-white-iowa\/2020\/02\/01\/16a403f4-4503-11ea-aa6a-083d01b3ed18_story.html?tid=lk_inline_manual_45&amp;itid=lk_inline_manual_45\">organizing Latino voters<\/a>. Sanders dominated in heavily Latino neighborhoods during the Iowa and Nevada caucuses, and he won the most votes from Latinos in the California and Texas primaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPoliticians think if you go out and get a couple of endorsements or you do some webinars, you\u2019re, like, really working with our community and we\u2019re really going to show up,\u201d said Chuck Rocha, the strategist who built Sanders\u2019s Latino outreach program and has been lobbying the Biden campaign to hire him. \u201cYou\u2019ve got to spend some money and go out and talk to Latinos.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden campaign officials have promised to significantly increase outreach to Latinos and further diversify the campaign\u2019s staff now that it has raised more money, although they declined to provide target numbers. They noted that Biden won a plurality of Latino votes in the <a href=\"https:\/\/www.miamiherald.com\/news\/politics-government\/article241296346.html\">Florida primary<\/a>, and exit polls show he also led in the Virginia and North Carolina primaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden\u2019s <a href=\"https:\/\/www.washingtonpost.com\/politics\/biden-to-go-after-trump-in-november-in-republican-states-like-arizona-texas-and-georgia-campaign-says\/2020\/05\/15\/26c92810-96c8-11ea-82b4-c8db161ff6e5_story.html?tid=lk_inline_manual_49&amp;itid=lk_inline_manual_49\">November strategy<\/a> is squarely focused on winning three Rust Belt states that were key to Trump\u2019s 2016 victory \u2014 Pennsylvania, Michigan and Wisconsin \u2014 along with Florida and Arizona, which have large Latino populations. Although the Latino population in the Rust Belt states is small, Rocha said mobilizing those voters could give Biden the small margin he needs to beat Trump. The president\u2019s campaign has been <a href=\"https:\/\/www.washingtonpost.com\/politics\/trump-courts-minority-men-with-mix-of-policy-and-personal-appeals\/2020\/02\/26\/85484bc8-5433-11ea-929a-64efa7482a77_story.html?tid=lk_inline_manual_49&amp;itid=lk_inline_manual_49\">targeting those same voters<\/a> in recent months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Sanders campaign, Rocha said he started conversations with Latino voters by talking about immigration, even though polling showed health care was their No.\u20091 concern.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI knew in my heart that to make a connection with them \u2014 so that they would listen to us about health care, which we would get to \u2014 I needed to lead with an emotional issue,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Emotion is key to how Biden talks about the issue. Biden\u2019s campaign says that his positions reflect the middle ground and that he would bring a vastly different approach to immigration than Trump\u2019s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe cornerstone of his approach to immigration comes back to family,\u201d said Crist\u00f3bal Alex, a senior adviser to Biden who works on immigration policy and Latino outreach. \u201cHe understands what it\u2019s like to lose family members and is able to make the connection to what it\u2019s like for families torn apart by Trump\u2019s horrible immigration policies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As Biden spoke earlier this month on a <a href=\"https:\/\/www.nbcnews.com\/news\/latino\/we-owe-you-joe-biden-tells-meat-processing-essential-workers-n1199521\" target=\"_blank\" rel=\"noreferrer noopener\">virtual coronavirus panel<\/a> organized by Latino civil rights activists, he called for greater protections for undocumented workers and acknowledged the terror many of them face simply going to work or seeking medical care. He spoke compassionately, but vaguely.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the online comments, one activist called on Biden to show greater leadership, while another remarked that \u201cthis is a prepared speech more for Americanos that aren&#8217;t in our community.\u201d Another asked for specific solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t need to hear statistics.
