California\u2019s special election proved that"},"content":{"rendered":"\n<p><em>by <strong>Rob Stutzman<\/strong><\/em><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"http:\/\/latinosreadytovote.com\/wp-content\/uploads\/2020\/04\/US_Election_2020_House_California_Primary_Special_Election_12661.jpg\" alt=\"\" class=\"wp-image-32707\"\/><\/figure>\n<\/div>\n\n\n<p>A socially isolated election was held this week, and although it\u2019s never wise to draw big conclusions from one-off events, the clear lesson in <a href=\"https:\/\/www.washingtonpost.com\/politics\/republican-mike-garcia-holds-12-point-lead-in-california-special-election-likely-flipping-seat\/2020\/05\/13\/fb62d788-954c-11ea-9f5e-56d8239bf9ad_story.html?tid=lk_inline_manual_3&amp;itid=lk_inline_manual_3\" target=\"_blank\" rel=\"noreferrer noopener\">Tuesday\u2019s race <\/a>for California\u2019s 25th Congressional District is this: It is time for Republicans to get on the vote-by-mail train.<\/p>\n\n\n\n<p>The race in Southern California suggests that voting by mail can help Republicans win. So why are so many Republicans, including President Trump, against it?<\/p>\n\n\n\n<p>The special election suggests a different path. Yes, it was probably inevitable that Republican Mike Garcia would fare better than Democrat state Assemblywoman Christy Smith in the race to fill the seat vacated by Democrat Katie Hill, who <a rel=\"noreferrer noopener\" href=\"https:\/\/www.washingtonpost.com\/politics\/2019\/10\/28\/everything-you-need-know-about-controversial-rise-fall-katie-hill\/?tid=lk_inline_manual_5&amp;itid=lk_inline_manual_5\" target=\"_blank\">stepped down<\/a> from her House seat last fall. Yes, Republicans always hold an advantage in low-turnout special elections. And yes, the 25th had been in a safe GOP seat since <a rel=\"noreferrer noopener\" href=\"https:\/\/www.vox.com\/policy-and-politics\/2020\/5\/12\/21255915\/california-special-election-campaign-katie-hill-house-seat\" target=\"_blank\">1993<\/a>, until Hill came along in 2018 to pry it loose.<\/p>\n\n\n\n<p>The 25th District <a href=\"https:\/\/www.govtrack.us\/congress\/members\/CA\/25\" target=\"_blank\" rel=\"noreferrer noopener\">sprawls<\/a> through the chaparral canyon communities north of the San Fernando Valley and then east to the high-desert cities of Palmdale and Lancaster. It\u2019s here that the lusher oases of <a href=\"https:\/\/lacounty.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Los Angeles County<\/a> give way to the dry and gritty Central Valley. Lancaster and Palmdale are bedroom communities for <a href=\"https:\/\/www.edwards.af.mil\/\" target=\"_blank\" rel=\"noreferrer noopener\">Edwards Air Force Base<\/a>, the realm of legendary test pilots such as Chuck Yeager and their experimental aircraft. Years ago, it was the kind of place that made California solidly Republican in presidential elections.<\/p>\n\n\n\n<p>But it is there \u2014 in a state no longer so friendly to the GOP \u2014 that the Republicans just won a vote-by-mail slugfest. Some background: <a href=\"https:\/\/abcnews.go.com\/Politics\/coronavirus-muddles-competitive-house-special-election-california\/story?id=70586646\" target=\"_blank\" rel=\"noreferrer noopener\">In March<\/a>, Gov. Gavin Newsom (D) signed an executive order providing for mail-in voting, in part to avoid coronavirus spreading at polling places. Each of the 25th District\u2019s 425,000 voters received a mail-in ballot before Tuesday\u2019s election. These came with prepaid envelopes, and voters were able drop off ballots at collection centers in the district.<\/p>\n\n\n\n<p>In the end, turnout wasn\u2019t high \u2014 <a rel=\"noreferrer noopener\" href=\"https:\/\/electionresults.sos.ca.gov\/special\/us-rep\/district\/25\" target=\"_blank\">approximately 180,000 people<\/a> voted. But while registered Democrats <a rel=\"noreferrer noopener\" href=\"https:\/\/elections.cdn.sos.ca.gov\/ror\/15day-presprim-2020\/congressional.pdf\" target=\"_blank\">outnumber<\/a> registered Republicans in the district, by Election Day <a rel=\"noreferrer noopener\" href=\"https:\/\/tableau.the-pdi.com\/t\/CampaignTools\/views\/25thCDSpecialAVTracker\/2020SpecialElectionTrackerVB?%3AisGuestRedirectFromVizportal=y&amp;%3Aembed=y\" target=\"_blank\">10,000<\/a> more Republicans than Democrats had returned their ballots by mail. With help from independents, <a rel=\"noreferrer noopener\" href=\"https:\/\/ballotpedia.org\/California%27s_25th_Congressional_District_special_election,_2020\" target=\"_blank\">Garcia is beating Smith <\/a>by more than 17,000 votes, with a smattering of Election Day ballots still to be counted.<\/p>\n\n\n\n<p>Why? Demographics. Older voters are the GOP\u2019s most reliable base and comfortable with the U.S. Postal Service. Many seniors have been voting by mail for years, and this year, with everyone older than 60 falling into the high-risk category for covid-19, they were inclined to stay home and mail in their ballots.<\/p>\n\n\n\n<p>By contrast, most Americans ages 18 to 34 don\u2019t \u201cget the mail\u201d on a daily basis. Their bills more likely come via email, and they pay them electronically. Many don\u2019t <em>own<\/em> stamps. They don\u2019t send letters. They don\u2019t have subscriptions to magazines; their content is online. Compared with boomers, as a USPS inspector general <a href=\"https:\/\/www.uspsoig.gov\/sites\/default\/files\/document-library-files\/2018\/RARC-WP-18-011.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a> in 2018, they are almost half as likely to check their mail each day.<\/p>\n\n\n\n<p>And yet, amid this almost perfect dry run for the fall election, the GOP is afraid of vote-by-mail?<\/p>\n\n\n\n<p>Why? In part, because Trump has latched on to a conspiracy theory called \u201c<a href=\"https:\/\/www.newsweek.com\/what-ballot-harvesting-trump-claims-voting-method-rampant-fraud-1497822\" target=\"_blank\" rel=\"noreferrer noopener\">ballot harvesting<\/a>\u201d to explain Republicans\u2019 loss of the House of Representatives in 2018. He tweeted as recently as last month that the practice is \u201c<a href=\"https:\/\/twitter.com\/realdonaldtrump\/status\/1250067500190089217?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\">rampant with fraud<\/a>.\u201d<\/p>\n\n\n\n<p>California law allows ballots to be collected from voters and returned to state officials by a third party, as long as consent is given by signature on the envelope containing the ballot. This has led Republicans to claim that Democrats are harvesting ballots \u2014 collecting ballots from voters \u2014 so they can tamper with the contents. The practice does take place, but like most Trump allegations, the allegations of fraud aren\u2019t backed up by evidence. On conservative talk radio, of course, it is taken as gospel.<\/p>\n\n\n\n<p>Instead of complaining about ballot harvesting, it\u2019s time for GOP campaigns to get in the game. Encourage their base voters to mail in their ballots. Help them do it when they cannot. Because GOP voters are more likely than Democratic voters to have saved a ballot while sorting their mail, they are more likely to have it available to be \u201charvested.\u201d<\/p>\n\n\n\n<p>The special election in California suggests that Republicans should be enthusiastic about voting by mail in November. It will help them ensure that their base votes, while keeping all voters safe.
