Colin Allred the next Beto O\u2019Rourke?<\/p>\n\n\n\n<p>Last week, Allred <a href=\"https:\/\/www.texastribune.org\/2023\/05\/03\/ted-cruz-colin-allred-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced he was running for U.S. Senate<\/a> in Texas against Republican Sen. Ted Cruz, the <a href=\"https:\/\/www.washingtonpost.com\/politics\/social-conservatives-supply-core-of-ted-cruzs-support\/2014\/09\/29\/f02661d0-4743-11e4-891d-713f052086a0_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">conservative firebrand<\/a> whom liberals <a href=\"https:\/\/www.nytimes.com\/2021\/02\/19\/us\/politics\/ted-cruz-mexico.html\" target=\"_blank\" rel=\"noreferrer noopener\">love to hate<\/a>. Democrats are hoping that Allred can finish what O\u2019Rourke started in 2018, when he electrified the Democratic grassroots and came within 3 percentage points of <a href=\"https:\/\/fivethirtyeight.com\/features\/how-beto-orourke-shifted-the-map-in-texas\/\" target=\"_blank\" rel=\"noreferrer noopener\">unseating Cruz<\/a>. But it won\u2019t be easy: Texas is still a Republican-leaning state that will probably require a candidate even stronger than O\u2019Rourke for Democrats to win, and it\u2019s not clear that Allred is that candidate.<\/p>\n\n\n\n<p>If Democrats want to pick up any Senate seats in 2024, they might <em>have<\/em> to beat Cruz. The Senate battleground next year is <a href=\"https:\/\/fivethirtyeight.com\/videos\/why-democrats-are-worried-about-2024-senate-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">extremely favorable to Republicans<\/a>. There are no Republican-held Senate seats on the ballot in states that President Biden carried in 2020, meaning that Democrats will have to compete in enemy territory if they want to defend against possible losses in <a href=\"https:\/\/fivethirtyeight.com\/features\/republicans-senate-2024-map\/\" target=\"_blank\" rel=\"noreferrer noopener\">states like West Virginia or Montana<\/a>. And of the 11 Republican-held Senate seats up for election, only Florida and Texas are even remotely vulnerable.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a href=\"http:\/\/latinosreadytovote.com\/wp-content\/uploads\/2023\/05\/Screenshot-133.png\"><img decoding=\"async\" src=\"http:\/\/latinosreadytovote.com\/wp-content\/uploads\/2023\/05\/Screenshot-133.png\" alt=\"\" class=\"wp-image-34814\"\/><\/a><\/figure>\n\n\n\n<p>So why might Texas turn out to be a better bet for Democrats than Florida? Over the last few election cycles, Florida has taken a hard right turn as Texas has been getting bluer. In the 2012 presidential race, Texas was 17 points redder than Florida. In the 2020 presidential race, it was only 3 points redder. And in 2022, Republicans won statewide elections in Florida by an average of 19 points; in Texas, they won them by an average of 13 points. That\u2019s still pretty red, but amid a sea of bad options, it\u2019s possible that Texas will be Democrats\u2019 most promising (or, at a minimum, least hopeless) pickup opportunity in the Senate next year.<\/p>\n\n\n\n<p>And in Allred, they now have a serious candidate. The <a href=\"https:\/\/www.pro-football-reference.com\/players\/A\/AllrCo99.htm\" target=\"_blank\" rel=\"noreferrer noopener\">former NFL player<\/a> was first elected to Congress in 2018, when he defeated an 11-term incumbent by 7 points in a historically Republican district in the Dallas suburbs. He won reelection by 6 points in 2020 before <a href=\"https:\/\/projects.fivethirtyeight.com\/redistricting-2022-maps\/texas\/\" target=\"_blank\" rel=\"noreferrer noopener\">redistricting placed him<\/a> in a new, dark-blue district for 2022. (That district, the 32nd, will now be an open seat in 2024.)<\/p>\n\n\n\n<p>Allred\u2019s electoral track record isn\u2019t as impressive as it sounds, though. His old district may have been Republican in the past, but it started moving to the left in 2016 as part of <a href=\"https:\/\/fivethirtyeight.com\/features\/the-suburbs-all-kinds-of-suburbs-delivered-the-house-to-democrats\/\" target=\"_blank\" rel=\"noreferrer noopener\">the suburbs\u2019 political realignment nationally<\/a>. According to <a href=\"https:\/\/www.dailykos.com\/stories\/2013\/7\/9\/1220127\/-Daily-Kos-Elections-2012-election-results-by-congressional-and-legislative-districts\" target=\"_blank\" rel=\"noreferrer noopener\">Daily Kos Elections<\/a>, it voted for Mitt Romney by 16 points in 2012, but by 2020, it was practically a safe Democratic seat, opting for Biden by 10. In other words, Allred likely won because of national trends, not his unique strengths as a candidate.<\/p>\n\n\n\n<p>Indeed, compared with other Democrats, Allred\u2019s performances haven\u2019t been anything special. After all, Biden actually outperformed Allred in his district by 4 points in 2020. And in 2018, when Allred won by 7 points, O\u2019Rourke carried his district by 11 points, according to data from the <a href=\"https:\/\/twitter.com\/DKElections\/status\/1158201142284709889?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">Texas Legislative Council<\/a>. Obviously, neither Biden nor O\u2019Rourke won statewide, so Allred\u2019s inability to match, let alone exceed, their performance doesn\u2019t bode well for his prospects in 2024.<\/p>\n\n\n\n<p>That said, Biden and O\u2019Rourke likely benefited from running against polarizing Republicans in <a href=\"https:\/\/texaspolitics.utexas.edu\/set\/donald-trump-job-approval-trend\" target=\"_blank\" rel=\"noreferrer noopener\">former President Donald Trump<\/a> and Cruz, respectively \u2014 an advantage that Allred didn\u2019t have. Allred\u2019s opponents were a longtime incumbent in 2018 and a businesswoman from a prominent political family in 2020, both of whom were better fits for the district\u2019s less confrontational version of Republicanism. It\u2019s reasonable to expect that Allred would do better if matched up against Cruz, who still has a mediocre <a href=\"https:\/\/texaspolitics.utexas.edu\/set\/ted-cruz-job-approval-trend-0\" target=\"_blank\" rel=\"noreferrer noopener\">45 percent-to-41 percent approval-disapproval rating<\/a> in the state, according to the University of Texas (similar to when he went up against O\u2019Rourke in 2018).&nbsp;<\/p>\n\n\n\n<p>Having a nationally (in)famous opponent should also help him rake in the dough; Allred <a href=\"https:\/\/www.fec.gov\/data\/raising-bythenumbers\/?office=H&amp;election_year=2022\" target=\"_blank\" rel=\"noreferrer noopener\">ranked just 148th in fundraising<\/a> among House candidates in 2022 (with $3.5 million raised), but O\u2019Rourke <a href=\"https:\/\/www.fec.gov\/data\/raising-bythenumbers\/?office=H&amp;election_year=2016\" target=\"_blank\" rel=\"noreferrer noopener\">ranked 535th (!) in 2016<\/a> (with $591,000 raised) and still managed to raise an eye-popping <a href=\"https:\/\/www.texastribune.org\/2018\/12\/07\/Beto-ORourke-80-million-raised\/\" target=\"_blank\" rel=\"noreferrer noopener\">$80 million<\/a> for his 2018 Senate race. Indeed, Allred\u2019s campaign has already announced that it <a href=\"https:\/\/spectrumlocalnews.com\/tx\/south-texas-el-paso\/news\/2023\/05\/05\/rep--colin-allred-says-campaign-to-unseat-sen--ted-cruz-raised--2m-in-first-36-hours\" target=\"_blank\" rel=\"noreferrer noopener\">raised $2 million<\/a> in the first 36 hours after his announcement.<\/p>\n\n\n\n<p>Allred still has a tough road ahead of him. First, he needs to win the Democratic primary, which it doesn\u2019t look like he\u2019ll have to himself; state Sen. Roland Gutierrez, who represents Uvalde and has become a prominent gun-control advocate in the wake of the school shooting there, is <a href=\"https:\/\/www.expressnews.com\/columnist\/gilbert-garcia\/article\/san-antonio-lawmaker-likely-to-challenge-ted-cruz-17903777.php\" target=\"_blank\" rel=\"noreferrer noopener\">expected to run<\/a> as well. And then he needs to figure out how to win a general election in a state that hasn\u2019t elected a single Democrat to statewide office in the <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1REYGxQTXblXMHmWuyRiYbbaRlhezrFmMfyNJQwGioYU\/edit#gid=711118416\" target=\"_blank\" rel=\"noreferrer noopener\">past 28 years<\/a>.
